Honourable Andrew Ohikhena Osigwe was born at Ibadan on the 15th of April, 1969 to the family of late Mr. Osigwe Yesufu of Ivbi-Eraidu quarters, Otua, in Ihievbe, Owan East Local Government Area of Edo State. He started his primary school at Ibadan, Oyo State, but had to move with his father who was working with Strabag Bau – Ag (a German Construction company) to Makurdi on transfer and later to Osogbo, where he completed his primary school in 1980, obtaining his elementary school certificate at Adenle Local Authority Primary School. He then proceeded to St. Mark’s Secondary School at Osogbo and also had to leave Osogbo with his parents to Ihievbe, where he completed his secondary school at Ihievbe Grammar School, Ihievbe in 1986. At Ihievbe Grammar School, he was the President of the Press Club and Debating and Dramatic Society. He participated in several debate competitions winning laurels for his school. He went to Ibadan later, were he obtained his West African School Certificate (WASC) in 1988.

On completion of his secondary school in 1988, he proceeded to Auchi Polytechnic, Auchi (now Federal Polytechnic, Auchi), were he obtained both his Ordinary National Diploma and Higher National Diploma certificates in Accountancy in 1990 and 1997 respectively. He became a certified member of the Association of National Accountants of Nigeria in 1998.

He went further in 2016 to Ambrose Alli University, Ekpoma, where he obtained his post graduate Diploma in Public Administration and became a Fellow of the Institute of Management Consultants in 2018. He is currently doing his Master’s Degree programme in Public Administration at the same university (Ambrose Alli University, Ekpoma).

As a young graduate of accountancy, Hon. Andrew Osigwe did his National Youth Service with the Federal Polytechnic, Bauchi, in Bauchi State, and worked with Kamuzu Nigeria Ltd, and David Ugiagbe and Company (Certified National Accountants), where he gained practical experience overseeing several functions with outstanding results.

However, his desire for grassroots politics and service to his people propelled him into politics in 1999, during the return to democratic rule. He was appointed Councilor and Transition Committee Member, in 2003. Based on his performance, in 2004, he was elected Councilor and made the Chairman House Committee on Finance. He was again appointed councilor and Transition Committee Deputy Leader in 2007, Special Assistant on Security in 2007, and member of the IGR Committee in 2011. He was elected Vice Chairman, Owan East Local Government Council, from 2013 to 2016 under the All Progressives Congress (APC). As Vice Chairman, his contribution to revenue growth in the Council was highly commendable. His grassroots political career came to its peak with his election as the Executive Chairman, Owan East Local Government Council, in March 2018 under the APC.

Honourable Andrew Osigwe enjoys reading and playing chess. He is happily married with children.
